Marion County signs contract to purchase transfer station

Marion County Commission voted unanimously Tuesday morning to sign a contract purchasing the transfer station from its current owner, KC Development.

The action was taken following a 25-minute conference call executive session with commission attorney Jim Kaup and David Brazil, planning, zoning director and sanitarian.

"I believe we've resolved all the issues that we've identified over the past few months," Kaup said via telephone, as he recommended commissioners sign the 20 page agreement.

The county is purchasing the station at a cost of $825,000. Since $75,000 has already been paid as a down payment, the county still will owe $750,000.

In a related action, the board also voted to sign a resolution authorizing the sale of bonds to finance purchase of the transfer station.

The resolution authorizes preparation of documents necessary to the bond sale and lists all activities which need to take place.

Commissioners set the bond sale date for 11 a.m., Dec. 9.

"Before that time, you're into the Thanksgiving holiday and that's a questionable time to be marketing bonds," Kaup said.

Commissioners also set the bond sale closing time for Dec. 23 between 10:20 and 11:20 a.m. Funds for the purchase of the transfer station will be available at that time, Kaup said.

The bonds will have a 10 year retirement period, commissioner Howard Collett said.

Kaup also requested a work session with commissioners and Brazil relating to operation of the transfer station. The work session was set for 10 a.m. Nov. 25.

County clerk Carol Maggard told commissioners that information specifically explaining the county's new solid waste assessment would be included with tax statements.

She also said further information regarding the solid waste assessment would be published in the county newspapers.

Commissioners felt that for further clarity the mailing of tax statements should coincide with the publishing of information in the newspapers.

In other matters, the commission:

— Signed two agreements from Prairie View concerning its $55,000 budget amount.

— Heard from Carol Maggard, county clerk, that commissioners' biographies were needed for the Marion County website.

— Reviewed a floodrouting breech analysis regarding the dam at Marion County Lake.

— Heard from Brazil that he would like the commission to focus on the county's comprehensive plan. He said commissioners could draft a letter to the planning commission with changes they would like to see.

"That would allow them to make changes and then bring it back to you," Brazil said.
