Commissioner Holub expresses concerns about zoning regulations

At the conclusion of the Jan. 18 Marion County Commission meeting, commissioner Dan Holub expressed the items he would placed on future agendas.

"I'd like to look at zoning issues again," Holub began. He referred to the county's regulations that allow houses to be built on five acres and other criteria.

"We need to look at the comprehensive and strategic plans," Holub said.

Commissioner Randy Dallke said he would like to finish reading the documents before placing it on the agenda.

County clerk Carol Maggard said the county's strategic plan has to be revised every three years, with this year being the year for revisions.

Holub also said he would like to "look at the options regarding the personnel position" the previous commission had discussed.

Funds have been designated in the 2005 budget for either a county economic development professional, county counselor, or county administrator.

County treasurer Jeannine Bateman reported as of Dec. 31, there was a balance of $12,113,011 of county funds, an increase from 2003 and 2002 with balances of $11,510,320 and $11,694,914 respectively.

Of those funds, $935,553 were in the general fund, $603,326 were in the road and bridge fund, and $7,316,003 were ad valorem taxes.

In other business:

— Cooperative Grain & Supply of Hillsboro was awarded bids for transport fuel. The total bid amount was $13,497 for 5,500 gallons of diesel, and 3,000 gallons of unleaded.

Cardie Oil Company of Tampa also presented a bid of $13,544.

— A resolution was approved to allocate $15,000 in noxious weeds funds to provide for the control and eradication of noxious weeds on privately owned land.

Bill Smithhart, director of noxious weed department, presented an annual progress report that will be submitted to the state.

Of the 613,760 acres in the county, 114,770 acres have noxious weeds.

The report included information about surveying 10 acres for noxious weeds, treatment summary, chemical cost share summary, and amounts of chemicals used.

The commission will review the report and make a decision at the next meeting. The report must be approved and sent to the state by Feb. 15.

— Smithhart requested and received a 10-minute executive session to discuss personnel. The meeting reconvened with no decisions.

— The commission approved and signed an annual contract for $55,900 with Northview Developmental Services for mental health services for county residents. The contract was a budgeted expense.

— A correction of an encumbrance was approved for $30,136 for computerized dispatch equipment from the 911 fund.

— Maggard reported the county's payroll system needs to be updated. Maggard said she had obtained a proposal from Infinitec but needed some questions answered before making a recommendation.

The new system would allow employees to submit time sheets via the Internet.

Maggard wanted more information about the necessary equipment for road and bridge department employees who may not have Internet access.

Infinitec will honor the proposal until Monday.

— Commissioners signed an official signature page for the secretary of state.
