Jail home to out-of-county inmate

A Morris County woman has been jailed in Marion County as a contract prisoner since May 2 on Morris County charges.
Morris County doesn’t have a functional jail. It has two cells that can hold eight prisoners.
If the Morris County sheriff’s office needs an inmate held, it contracts another county to hold the inmate and pays $45 a day plus any additional expenses incurred by that county.
Charly J. Bowman, 37, Council Grove, was charged March 25, 2022, in Morris County with possession of marijuana, methamphetamine, and drug paraphernalia; not having a valid driver’s license; interference with law enforcement; and fleeing or attempting to elude law enforcement.
She also was charged April 1, 2022, with burglary of a residence and a non-residence and two counts of thefts.
After making a plea deal and pleading guilty to fewer charges, she was sentenced Nov. 1, 2022, to 18 months’ probation for each case, with the sentences to run concurrently.
A bench warrant was issued May 1 for her arrest after she allegedly violated probation.
On June 1, she was sentenced to 60 days in jail and could be transferred to an inpatient treatment bed if one is found for her.
Bowman has a lengthy criminal history in Geary, McPherson, Morris, and Riley counties spanning back to 2013.
