Stacey Alan Deines, defendant was charged with failure to inform the sheriff of online accounts as a registered offender; defendant’s attorney, David Harger, made a motion to declare the Kansas Offender Registration Act as unconstitutional because it requires disclosure of information in violation of the defendant’s right to anonymous speech; Harger also made a motion to consolidate three county criminal cases for trial.
