NEW ARRESTS

Richard D. Hill, 34, Wichita, arrested Saturday by Peabody police for five times failing to appear in court. Held in lieu of $14,000 in surety bonds. Previously jailed 10 times for a total of 174 days between July 5, 2019, and June 14, 2022. Previous jailings were on court orders twice, for eight times failing to appear in court, for allegedly violating probation three times, and on suspicion of domestic battery, aggravated battery, aggravated burglary, and criminal damage to property.

Tanner L. Jasper, 23, Hillsboro, jailed Sept. 13 and 14 before being returned to incarceration in Harvey County. Previously jailed 16 times for a total of 329 days between Aug. 12, 2018, and Aug. 1, 2022. Previous jailings were on court orders twice, for six times failing to appear in court, for allegedly violating probation six times, for being in contempt of court twice, and on suspicion of possessing stimulants, marijuana, drug paraphernalia twice, and alcohol by a minor; criminal trespassing; theft by threat; driving without a valid license; making a criminal threat; disorderly conduct; and interferening with law enforcement.

Dustin J. Luchi, 43, Marion, arrested Sept. 13 by Marion police on suspicion of domestic battery. Released Thursday after posting a $5,000 surety bond. Previously jailed five times for a total of 15 days between April 1, 2021, and May 11, 2022. Previous arrests were on suspicion of twice distributing drugs, twice possessing marijuana, four times possessing drug paraphernalia, possessing methamphetamine, twice interfering with law enforcement, failing to have a drug tax stamp, twice violating probation, three times driving while his license was suspended, resisting arrest, and driving without a license.

Madelynn J. Matias, 20, Bristol, Virginia, arrested Saturday by Hillsboro police on suspicion of possession of marijuana and drug paraphernalia and of twice failing to appear in court. Released Sunday after posting $8,500 in surety bonds.

Zachary T. Nickel, 21, Marion, jailed Wednesday through Friday before being returned to incarceration by Kansas Department of Corrections. Previously jailed eight times for a total of 237 days between Nov. 5, 2019, and Aug. 18, 2022. Previous jailings were four times on court orders and on suspicion of battery of a school employee, felony theft, and violating terms of his probation.

Bruce W. Richardson, 49, McPherson, jailed Friday for contempt of court. Held in lieu of $15,000 surety bond. Previously jailed four times for a total of 26 days between July 16, 2019, and March 23, 2022. Previous jailings were on court orders, for failing to appear in court twice, and on suspicion of distributing stimulants; possessing marijuana twice, stimulants twice, drug paraphernalia twice, and paraphernalia to manufacture drugs once; interfering with law enforcement; driving with a suspended license; operating an unregistered vehicle; and failing to have vehicle liability coverage.

Brandon S. Smith, 30, Hutchinson, arrested Sunday by a sheriff’s deputy on suspicion of aggravated assault of a law enforcement officer using a deadly weapon, aggravated escape from custody, battery of a law enforcement officer, conspiracy to criminally damage property, and driving under the influence of alcohol or drugs. Held in lieu of $5,000 surety bond.
